The hardest question a builder or developer asks about an offshore modular building is not about price. It is about trust. If the frame, the wiring and the plumbing are built inside a factory on the other side of the world, and the walls are closed and lined before the module is craned into place, how does anyone in Australia actually know the hidden work is right? That is a quality question, and it has a quality answer. Quality assurance for modular buildings is a documented, inspected, stage-by-stage process that verifies each module against Australian standards before it ever leaves the factory, and records the evidence so a surveyor, a lender and a head contractor can all rely on it.

This guide sets out how that process works: the inspection and test plan, the twelve hold points, the fly-in inspection team, the walls-open services inspection, the pre-shipment release and the evidence pack handed over at completion. It is written for the registered builder, the development manager and the building surveyor who need to be satisfied that a module engineered to Australian standards and manufactured offshore has been checked properly at every stage.

Why factory quality assurance matters more, not less, offshore

On a conventional site build, a surveyor and the trades can inspect work in place as it happens. In modular construction the sequence is reversed. Structural connections, services rough-in and waterproofing are completed in the factory, then lined and finished, and the module arrives closed. The single documented barrier that stalls modular adoption in Australia is not cost. It is uncertainty about the compliance pathway and about who has inspected the hidden work. Licensed trades are reluctant to sign off on services they did not install and cannot see.

Quality assurance answers that directly. Instead of asking anyone to trust a closed wall, the process opens the wall for inspection at the right moment, records what was found, and keeps the record. The principle is simple. Inspect the work while it is still visible, by the right discipline, against the right standard, and document it so the evidence travels with the module. The inspection and test plan is the spine of the process

Everything starts with an inspection and test plan, or ITP. The ITP is a single document that lists every check to be made on a module, in sequence, and names for each one the standard it is tested against, who performs the check, what evidence is captured, and whether it is a hold point or a witness point. A hold point stops production until the check is passed and signed. A witness point is inspected but does not stop the line.

The ITP is agreed before manufacture, not written afterwards. It is built from the approved design and the Australian standards that apply to the project, so the factory is not guessing what Australia expects. It also means the developer and the head contractor know, from day one, exactly what will be inspected and what document each stage produces. When people talk about traceability in modular construction, the ITP is the thing that makes it real.

The twelve inspection hold points, stage by stage

EcoPrestige inspects each module against twelve hold points. The same twelve apply in every state. What changes between jurisdictions is only which certificate the local surveyor asks for at the end, not what is inspected or when.

01 Design freeze and Australian structural certification. The design is locked and certified by an Australian registered engineer before any steel is cut. In Victoria this is the Regulation 126A Certificate of Compliance for the design.

02 Materials and traceability. Steel grades, coatings, insulation, boards and fixings are checked against the specification, with mill certificates and product evidence recorded so every material can be traced back to its source.

03 First article module. The first module of a type is inspected in full as the benchmark for the run, so any issue is caught once rather than repeated across every unit.

04 Structural frame and welding. The steel frame and its welds are inspected against the structural standards for steel design and welding. 05 Services rough-in with walls open. This is the most important hold point of all. Plumbing, electrical and mechanical rough-in is inspected while the walls are open and everything is visible, before any lining goes on. It is the direct answer to the concern that no one can see the hidden services. They are seen, photographed and signed off here. 06 Waterproofing and flood test. Wet areas are waterproofed to the Australian wet-area standard and flood tested to prove they hold water before the floor finishes go down.

07 Insulation, fire and acoustic before lining. Thermal insulation, fire-rated systems and acoustic treatments are inspected while still exposed, because once the lining is on they cannot be verified again without opening the wall.

08 Pressure and electrical dead testing. Plumbing is pressure tested and the electrical installation is dead tested against the wiring rules, so faults are found on the bench, not on site.

09 Finish QA and defect close-out. Finishes, joinery, fixtures and fittings are inspected, and any defects are listed and closed out before the module is released to the next stage.

10 Pre-shipment, load-out and protection. The module is given its final pre-shipment inspection, then wrapped, strapped and protected for transport. Nothing ships until this release is signed.

11 Site arrival and set-down. On arrival the module is inspected for transport damage and checked as it is set down onto the prepared footings, tying the factory record to the site record.

12 Australian connection and certification. The final connections and certifications are completed in Australia by licensed practitioners, closing the chain from design through to occupancy.

The fly-in inspection team: the right discipline at the right stage

Inspection only means something if the person doing it is qualified to judge the work. EcoPrestige mobilises a multidisciplinary inspection team to the factory to inspect at the line, with walls open. The team covers structural engineering, licensed plumbing, licensed electrical work, mechanical engineering and fire engineering, plus a dedicated waterproofing quality check. Each discipline inspects its own scope against its own standard.

There are two mobilisations per production run. The first is the fuller inspection, and it shortens on repeat runs of a proven module type once the first-article benchmark is established. Critically, the inspection reports go to the developer and the head contractor at the same time as they come back to EcoPrestige. The record is shared, not held. That transparency is what lets an independent party rely on the result rather than take it on faith.

Certificates before the module ships, connections after

The framing that matters most for a builder is this. Every compliance certificate for the module and everything inside it is issued before the module leaves the factory. What remains to be certified on site is a short list, and it is only the main connections: the electrical mains and supplied condenser connection, the water, sewer and stormwater mains, the roof plumbing, and any commercial fire services connection.

In Victoria the design is certified under Regulation 126A before manufacture, and the off-site and as-built inspection work is certified under Regulation 126B by the same engineer against the agreed inspection plan. Both are named because a surveyor notices when only one is. The whole-of-module compliance is then assembled project by project by the Australian engineer together with the Relevant Building Surveyor, who remains the person who issues the Occupancy Certificate. How the evidence satisfies the NCC

Australian building approval does not run on trust either. It runs on evidence of suitability. The National Construction Code sets out, in Part A5, the forms of documentary evidence a surveyor can accept that a building solution meets the Code: a CodeMark certificate of conformity, a certificate of accreditation, a certificate from a professional engineer, a report from a Registered Testing Authority, or other documentary evidence. The QA process is what produces that evidence. Engineer certificates, test reports, inspection records and product certificates are exactly the material Part A5 asks for.

This is the difference between a factory that says its work is good and one that can prove it. The proof is assembled as the module is built, not reconstructed later. The evidence pack at handover

At completion, the QA record is delivered as an evidence pack. It brings together the ITP with every hold point signed, the engineer certificates, the material and product certificates, the test results, the photographic record by module, and the pre-shipment release. For a developer this is the document that makes the asset financeable and insurable. For a head contractor it is the record that shows the hidden work was inspected by the right people. For a surveyor it is the evidence of suitability in one place.

It also matters after handover. When a question arises later, the original inspection record is the reference point. Where quality assurance fits in the build

Quality assurance is not a separate step bolted onto modular construction. It is the reason the method works.
