A Chinese factory can build a modular home in 20 days. That headline went around Australia this year and it is true. But it hides the part that costs developers money.
China sells you production. It does not sell you an Australian building. The module is the easy part. The building is the whole job.
What the importer actually carries
When you import a module direct, four things become your problem the moment it lands.
Engineering. A Chinese structural design is not certified to Australian standards. Wind, bushfire, cyclone and load provisions all have to be re-engineered and stamped here.
NCC sign off. The National Construction Code does not care where the box was made. Class 1a, 2, 3 or 9b, the certifier signs against Australian rules. See our NCC 2022 compliance guide.
Site adaptation. Footings, services, energy rating, waterproofing, indoor-outdoor detailing for the Australian climate. None of this ships in the container.
The fix. When a module arrives wrong, the importer wears the rework, the delay and the warranty and defects liability. The factory is 8,000km away.
Project one is where you pay the tuition
Direct import looks cheap on the quote. Then the first project teaches you the real cost. Re-engineering fees. A certifier who will not sign. A module that does not meet the energy rating. A defect with no local party to chase.
That is a teaching cycle. Every direct importer pays it once. Some do not survive it.

Can I just import a modular home from China myself? You can buy the module. You still have to re-engineer it, certify it to the NCC, adapt it to your site and carry the warranty. Those costs are usually invisible until project one.
Why is a China quote so much cheaper? It prices production only. It excludes Australian engineering, compliance, site works and defect liability. Add those and the gap closes fast.
