EcoPrestige | Structural Steel Modular Buildings for Australian Builders

Transportable Buildings Victoria: Supply for Builders, Councils and Operators 2026

Builders, regional councils and site operators across Victoria keep running into the same problem. They need a permanent or relocatable building on a site in Melbourne, Geelong, Ballarat, Bendigo or Gippsland, and the local trade pool cannot staff a long build on site. EcoPrestige supplies engineered structural steel volumetric modules, built and inspected in an offsite factory, so the builder on the job receives finished modules ready to set on footings.

What a transportable building means in Victoria

In industry use, a transportable building is one finished offsite and moved to site on a truck in one or more pieces. It is permanent or relocatable depending on its footings and its approvals. A permanent transportable building needs a building permit like any other building. If you are weighing up the terms, read our guide to modular vs portable vs transportable buildings before you brief a surveyor.

Why modular fits Victorian projects

Build Australia reported on 21 Aug 2026 that more than 350 modular social homes are planned by mid-2028 across Geelong, Ballarat, Bendigo, Ararat and Gippsland. That is a regional program, in towns where builders already compete for the same carpenters, plasterers and electricians. Moving the frame, linings and services rough-in into the factory takes pressure off those crews and keeps them on the work only a site can do.

On suburban lots the case is just as clear. A small second dwelling up to 60 m2 usually needs no planning permit under VC253, introduced in December 2023, but a building permit is always needed. A single transportable module suits that footprint, and our page on modular granny flats in Melbourne covers the backyard version in more detail.

For shires running depots, change rooms, kiosks or staff housing, the procurement questions are different again. Our guide for regional councils sets out how to scope and tender modular work.

What EcoPrestige supplies

  • Engineered structural steel volumetric modules, with the frame fabricated in the offsite factory and inspected there by the project engineer.
  • Floor, wall and roof build-ups set for the use: homes are typically Class 1a, offices typically Class 5, and site offices and sheds typically Class 5 or 10a, each confirmed by your building surveyor.
  • Module sizes planned around Victorian road transport and the crane position on your site.
  • A supply price quoted for your site, once we have seen the access, the footings and the use.

What does not fit

Transportable modules are not the right answer for every Victorian site. Narrow inner Melbourne lanes with no crane position, steep blocks that need major retaining, and heritage overlays that call for a site-built street front often suit traditional construction better. Large open spans, such as a sports hall, usually need site-built structure, with modules used only for the amenities around it. We would rather tell you that at the first call than after a deposit.

EcoPrestige is not a builder. A registered builder carries the head contract, the site, the footings and the installation.

The Victorian approval path

For homes, design, permit documentation and construction are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187. For commercial and council buildings, EcoPrestige coordinates the module design with your consultants; permit drawings are issued by the registered or licensed practitioner the state requires.

A registered building surveyor issues the building permit, sets the mandatory inspection stages and signs off the building at the end. The surveyor certifies, not the supplier. Our page on building permits for modular buildings explains how inspections work when part of the building is made in a factory.

The programme

Factory and site work run in parallel. While the surveyor reviews the permit and the builder pours footings and brings services to the pad, the modules are fabricated, lined and inspected in the factory. Delivery is booked once the footings are signed off. Time on site is shorter, and the open site sits through less of a Victorian winter.

What to send us

  • 1. The site address and a photo of the street access.
  • 2. The use, the expected number of occupants and the NCC class your surveyor expects.
  • 3. Any drawings, sketches or planning permit you already hold.
  • 4. Whether the building is to be permanent or relocatable.
  • 5. Your builder, or whether you need one, and your target start on site.

If the scope is still loose, our early contractor involvement service helps fix the module layout before drawings are commissioned.
