Builders delivering homes for teachers, police and health staff in regional New South Wales keep running into the same wall. The towns that most need key workers are often the towns with the fewest local trades. EcoPrestige supplies engineered structural steel volumetric modules, built and inspected in an offsite factory, to the builders who deliver these homes. We do not act as the builder. The builder holds the head contract, the lot and the handover.
Why modular fits key worker housing in regional NSW
Build Australia reported on 1 September 2026 that the NSW Key Worker Housing Program will deliver 290 homes for teachers and police in more than 90 regional towns, with 58 of them built using modern methods of construction. That is a scattered program: a few homes in each town, often hours from the nearest city. Moving a site crew from town to town is slow. Building the homes as modules and trucking them out cuts the days each trade spends on the road.
Government policy points the same way. The NSW Government’s “From factory to front door” plan, released on 21 June 2026 with the 2026-27 Budget, runs a two-stage tender for factory operators using modern methods of construction and sets government procurement to favour those methods. Earlier, the NSW Government reported that three modular homes at Shellharbour went from approval to completion in 14 to 16 weeks.
Many of the same builders also deliver social homes. Our page on modular social housing in NSW covers that work, and our guide for regional councils covers council-led staff housing.
What EcoPrestige supplies
- One, two and three bedroom home modules for detached or paired homes.
- Duplex and small group layouts for staff housing on one lot.
- Kitchens, bathrooms and laundries fitted out in the factory.
- Module structural engineering and connection details for your engineer.
- Factory inspection records for your certifier.
- Handover information on finishes, fittings and maintenance.
What does not fit
- Steep or flood-affected lots where the footings become the main job.
- Narrow streets or overhead power lines that stop a crane setting modules.
- Heritage streetscapes where the council wants a one-off form.
- A single home in a town where a local builder already has a crew on hand.
The approval path in NSW
EcoPrestige coordinates the module design with your consultants; permit drawings are issued by the registered or licensed practitioner the state requires. A detached key worker home is typically Class 1a, confirmed by your building surveyor. Depending on the lot, approval may be a development application followed by a construction certificate, or complying development where the lot and the home qualify. A registered certifier issues the certificate and carries out the critical stage inspections.
The rules for factory-built homes are changing. Master Builders Association NSW reported that the Building (Approvals and Practitioners) Act 2026 passed Parliament on 4 August 2026 and received assent on 14 August 2026. It defines prefabricated buildings and brings their manufacture, supply, transport and installation into the approvals system, with prefabricated building declarations and instructions to be set by regulation. Most of the Act starts on dates set by proclamation, and the regulations are being consulted on through 2026 and 2027. Until then, the current practitioner laws still apply. Our page on permits and inspections for modular buildings explains how certifiers inspect work made offsite.
The programme: factory and site in parallel
While modules are built and inspected in the factory, the builder prepares the lot, footings and service connections in each town. Several towns can be prepared at once. Modules then travel by truck, are craned onto the footings and are connected. Time on site is shorter, which matters most when the town is a long drive from your base and accommodation for trades is scarce.
