Can you put a granny flat on a Warrnambool block? Usually yes. A small second dwelling up to 60 m2 usually needs no planning permit in Victoria under VC253 (Dec 2023), but you still need a building permit. EcoPrestige designs and manufactures modular granny flats for the South West, and our sister company DST contracts the design, permits and build.
We wrote this for owners in Warrnambool, Dennington, Allansford and Woodford, and for families in nearby towns such as Koroit, Terang and Camperdown, which sit in neighbouring shires with their own planning teams. The goal is usually simple: a self-contained home close to family, built well for coastal weather, without a long build in the backyard.
Why modular suits the South West coast
The South West gets wind, rain and salt air. Building a granny flat in the factory keeps the frame, linings and wet areas dry until the home is closed in. That protects the quality of the finish and keeps the site programme short.
Regional trades are stretched. A modular home needs fewer site trades for fewer days, which helps where builders are booked out. The site work focuses on footings, drainage and connecting services.
What EcoPrestige supplies
Every granny flat we supply is a set of engineered structural steel volumetric modules. As the manufacturer, EcoPrestige is responsible for every module: built and inspected in an offsite factory to Australian engineering and QA, then delivered to site.
- Studio, one bedroom and two bedroom layouts that can stay within 60 m2.
- Finished kitchen, bathroom and laundry, fitted and checked before delivery.
- Cladding and window choices suited to coastal exposure, confirmed with the engineer for your site.
- A supply price quoted for your site after Step 1.
The Domestic Program sets out the two steps: a feasibility check on your site, then design, permits and the build.
The approval path in Victoria
EcoPrestige designs and manufactures the modules. Design, permit documentation and construction are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187.
A PERA-registered structural engineer signs the structure, including the wind design for your exposure. A registered building surveyor issues the building permit and inspects the work. An accredited NatHERS assessor prepares the energy rating. Confirm the full list with your building surveyor.
For Warrnambool addresses, the Warrnambool City Council confirms whether an overlay means a planning permit is needed. Towns outside the city deal with their own shire. See our guide to building permits for modular homes for how the surveyor stages work.
When it is not the right fit
- Coastal and erosion overlays close to the shoreline, which can restrict new dwellings.
- Flood overlays along the Hopkins and Merri rivers.
- Heritage overlays in the older parts of the city.
- Rear yards with no truck or crane access.
- Sloping or soft sites that need deep footings or retaining.
If your site has one of these, it may still work with more design. We will tell you plainly whether it is worth pursuing. A clear no at the start costs you far less than a stalled permit later.
How long the build takes on site
We do not quote a fixed number of weeks before we see the site. What we can say is how the programme is set up. Once the building permit is in place, the factory builds the modules while the site builder prepares the ground. Factory and site work run in parallel, so time on site is shorter.
The modules arrive by truck and are craned onto the footings. The site team connects services and completes the finishing work, then the surveyor carries out the final inspection. Our installation guide explains access, crane set-up and site preparation.

FAQ: granny flats in Warrnambool
Does a granny flat in Warrnambool need a planning permit?
Not usually, if it is a small second dwelling up to 60 m2 that meets the VC253 conditions. Coastal, flood or heritage overlays can still require one, so the Warrnambool City Council should confirm.
Can a modular granny flat handle coastal wind?
Yes, when it is engineered for the site. A PERA-registered structural engineer sets the wind design, footings and tie-downs for your exposure before the modules are built.
Who holds the building contract?
Our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187, contracts the design, permit documentation and construction. EcoPrestige designs and manufactures the modules.
