Granny Flats in Traralgon and the Latrobe Valley: 2026 Homeowner Guide

Can you build a granny flat in Traralgon? In most residential lots, yes. Victoria’s VC253 rules (Dec 2023) mean a small second dwelling up to 60 m2 usually needs no planning permit, but a building permit is always needed. EcoPrestige designs and manufactures modular granny flats for the Latrobe Valley, with our sister company DST holding the domestic building contract.

This guide is for homeowners in Traralgon, Morwell, Moe, Newborough, Churchill and Yallourn North, all within the Latrobe City Council area. Most want a separate home for family on the same block. The questions are always the same: what approvals apply, who is responsible for what, and how quickly the yard can be back to normal.

Why modular fits Latrobe Valley homes

Many Latrobe Valley houses sit on generous suburban lots with room behind or beside the house. Where a truck and crane can reach, a modular granny flat can be placed in a planned lift and connected by the site team.

Gippsland is also seeing more modular homes in the public system. Build Australia said on 21 Aug 2026 that more than 350 modular social homes are planned by mid-2028 across Geelong, Ballarat, Bendigo, Ararat and Gippsland. Our social housing guide covers that market for builders and providers.

What EcoPrestige supplies

We supply the home as engineered structural steel volumetric modules. As the manufacturer, EcoPrestige is responsible for every module: built and inspected in an offsite factory to Australian engineering and QA, then delivered to site.

  • Layouts that fit within 60 m2 for the no planning permit pathway, or larger where a planning permit is sought.
  • Kitchen, bathroom, laundry and finishes complete before the modules leave the factory.
  • Footing and service connection details for the site builder.
  • A supply price quoted for your site, after we have checked it.

Owners start with Step 1 of our Domestic Program, a feasibility check on the actual block. For metro examples of the same product, see modular granny flats in Victoria.

Permits and responsibilities in Victoria

EcoPrestige designs and manufactures the modules. Design, permit documentation and construction are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187.

The structure is signed by a PERA-registered structural engineer. A registered building surveyor issues the building permit and carries out the required inspections. An accredited NatHERS assessor prepares the energy rating. Confirm the full list with your building surveyor.

Latrobe City Council is the planning authority. If an overlay affects your lot, it will tell you whether a planning permit is needed. Our building permit guide covers each surveyor stage for modular homes.

Sites that need a closer look

Not every block suits a modular granny flat. In the Latrobe Valley, the issues we check first are:

  • Bushfire overlays on the rural and forest edges, which set construction standards.
  • Flood overlays near the Latrobe River and local creeks.
  • Any overlay or planning control that affects development near the mine and power station areas.
  • Heritage overlays in older streets.
  • Tight rear yards, steep slopes, or no truck and crane access.

If your site has one of these, we tell you early so you do not pay for drawings that cannot proceed. Some of these issues can be solved with a different layout or footing design. Others mean the granny flat should go elsewhere on the lot, or not at all.

The programme

Once the building permit is issued, two streams of work start together. The factory builds and inspects the modules. The site builder prepares footings, drainage and service trenches. Running factory and site work in parallel means time on site is shorter.

On delivery day the modules are lifted onto the footings. Services are connected, steps or decks fitted and joins finished. The surveyor then completes the final inspection. The installation and crane lift guide explains what access you need.

FAQ: granny flats in Traralgon

Do I need a planning permit for a granny flat in Traralgon?
Usually not for a small second dwelling up to 60 m2 that meets the VC253 conditions. Bushfire, flood or heritage overlays can still trigger one, so check with Latrobe City Council.

Is a building permit always required?
Yes. Every granny flat in Victoria needs a building permit from a registered building surveyor, plus inspections during the work.

Can I use my own builder?
In Victoria the design, permit documentation and construction of our homes are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187. Local trades can still be engaged through that contract.
