Australia’s east coast has been reshaped by flooding. The 2022 Northern Rivers events in Lismore and the repeated inundation of catchments in South East Queensland and western Sydney have pushed flood resilience from a niche concern to a mainstream design requirement. For builders and developers working in flood-prone corridors, the question is no longer whether a site floods, but how to build so the next flood does less damage. What the NCC requires in a flood hazard area
When a site sits inside a designated flood hazard area, the NCC calls up the ABCB Standard Construction of Buildings in Flood Hazard Areas. That standard sets the performance requirements for new Class 1, 2 and 3 buildings, Class 9a health-care and Class 9c aged-care buildings, and Class 4 parts of buildings. In plain terms, it covers houses, apartments, motels and short-stay accommodation, residential care and the residential parts of mixed buildings.
The standard does not ban building on flood-prone land. It requires that the building be designed so that people can leave safely, the structure survives the flood, and the parts that matter are kept above the water. Four ideas do most of the work: the flood hazard level, flood-resistant materials, structural stability against flood actions, and flood openings for enclosed spaces below the floor.
Flood hazard level, defined flood level and freeboard
Three defined terms sit at the centre of every flood design.
The defined flood event is the flood the authority chooses to manage the site against. It is often the one per cent annual exceedance probability event, commonly called the one-in-100-year flood, but the appropriate authority selects it. The defined flood level is the water level associated with that event, measured against a survey datum. The flood hazard level is the defined flood level plus a freeboard allowance, and it is the level that governs how high the floor of the building must sit.
Freeboard is a safety margin that accounts for wave action, blockages and modelling uncertainty. The ABCB standard does not fix a national freeboard number; it leaves the value to the appropriate authority. Many Australian councils apply a freeboard of 300 mm, but because the figure is set locally, the project engineer and the building surveyor confirm it for each site before the floor level is locked in.
The practical consequence is simple. The finished floor of habitable rooms has to be at or above the flood hazard level. On a flood-prone block, that usually means the building must be lifted clear of the ground, which is exactly where a modular approach has an advantage.
Structural stability against flood actions
Floodwater does not only rise; it pushes, lifts and carries debris. The standard requires the structure and its footings to resist three kinds of action.
Hydrostatic actions are the pressures from standing water, applied to every surface above and below ground, including lateral pressure on walls and uplift, or buoyancy, on the underside of the structure. Hydrodynamic actions come from moving water; where flow velocity is significant, an added surcharge depth is applied to the projected area of the building. Impact actions are the concentrated loads from objects the flood carries, such as timber, tanks and vehicles, striking the structure.
Critically, the footing system has to prevent flotation, collapse and significant permanent movement during the design flood. A light building on shallow footings can float or shift; the anchorage has to hold it down and in place. Steel-framed modules on an engineered pier or subframe system, tied to footings designed for uplift, address this head on. Tanks and services that could float, such as rainwater and septic tanks, also have to be anchored against buoyancy.
Flood-resistant materials and enclosures below the floor
Any structural material below the flood hazard level must be able to resist damage, deterioration, corrosion or decay given the time it is likely to sit in floodwater and the time it takes to dry out. This is where a galvanised structural steel frame performs well: it does not swell, rot or harbour the same decay risks as untreated timber after prolonged wetting, provided the protective coating and detailing suit the exposure.
Where the building sits on an elevated subframe, the space underneath is an enclosure below the flood hazard level. The standard requires that enclosure to let water in and out automatically, so that pressure equalises rather than building up against the structure. In practice that means at least two openings on different walls, a total net opening area of at least one per cent of the enclosed floor area, openings large enough to pass a 75 mm sphere, and covers that do not block flow. Electrical and services equipment, other than the meter, is kept above the flood hazard level, with any conduits below it waterproofed and switches raised.
