The assessment looks at the region’s fire danger index, the classified vegetation around the site, the distance from that vegetation, and the slope under it. From those inputs the assessor returns one of six levels: BAL-LOW, BAL-12.5, BAL-19, BAL-29, BAL-40 and BAL-FZ (Flame Zone).

Each level maps to a radiant heat exposure measured in kilowatts per square metre. BAL-12.5 covers exposure up to 12.5 kW/m² and ember attack. BAL-19 and BAL-29 step up the radiant heat and ember load. BAL-40 adds the risk of direct flame contact, and BAL-FZ assumes the building is inside the flame zone itself. The higher the level, the more the external envelope has to resist, so the level drives the specification of walls, windows, roof, decks, subfloor and every gap where an ember could enter.

The National Construction Code calls this standard up. Under NCC 2022, Volume One Part G5 applies to Class 2 to 9 buildings in bushfire-prone areas, and the ABCB Housing Provisions clause 3.10.5 applies to Class 1 and 10 buildings. For BAL-12.5 through BAL-40 the compliance pathway is construction to AS 3959. BAL-FZ requires additional measures, including systems tested to AS 1530.8.2 or designed by a fire engineer. Why steel-framed modular suits bushfire-prone sites

How the specification changes by BAL level

At BAL-12.5 and BAL-19 the focus is ember protection and moderate radiant heat: sealed external joints, screened weep holes and vents, toughened or specified glazing, and non-combustible or bushfire-resisting cladding. At BAL-29 the radiant heat load rises and the glazing, door and cladding specifications tighten further. At BAL-40 the envelope must also resist short periods of direct flame, which usually means non-combustible cladding throughout, heavier glazing or shutters, and protected subfloor and deck construction. BAL-FZ is a separate conversation, requiring tested systems and, in most cases, a fire engineer’s input.
