Regional Victorian builders have a defined pipeline to plan for as at 28 October 2026. Build Australia reported on 21 August 2026 that more than 350 modular social homes are planned by mid-2028 across Geelong, Ballarat, Bendigo, Ararat and Gippsland. That is steady, repeat work spread across several regions. The problem for a regional builder is capacity. Few local crews can frame, line and fit out dozens of homes on separate lots without the programme slipping.
Lesson one: treat it as a run, not a set of jobs
Homes spread across five regions look like many small jobs. In the factory they are one run of repeat home types. Builders who package their lots into batches can book factory slots in a steady sequence and keep their own crew on footings, services and handover. The builder who prices each lot as a separate build loses that benefit.
Lesson two: settle the site before the factory slot
The factory can only start once the permit position is clear. Lot surveys, soil reports and service connections should be settled first. Our page on feasibility before you buy the site explains how to check a lot before committing.
Why modular fits regional Victoria
Regional towns have the land but often not the trades. A module arrives with its frame, wet areas and linings done, so fewer trades are needed on each lot and the builder’s crew can move between towns. Winter weather in Ballarat and Gippsland also costs site days. More of the work happens under a roof in the factory.
What EcoPrestige supplies
- Engineered structural steel volumetric modules for social and community homes, built and inspected in an offsite factory.
- Engineering inputs for the PERA-registered structural engineer.
- A documentation pack for the registered building surveyor.
- A delivery sequence matched to each region.
See our modular social housing across Australia for how providers usually scope this work, and our transportable buildings in Victoria page for moving modules to regional lots.
What does not fit
Lots on narrow rural lanes with low bridges or tight bends may not take a module truck. Sloping lots need footing design early. Heritage overlays in some town centres may require finishes the provider has not budgeted for. We flag these before any factory booking.
The approval path in Victoria
For homes, design, permit documentation and construction are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187. Structural design is by a PERA-registered structural engineer. A registered building surveyor issues the building permit. An accredited NatHERS assessor completes the home energy rating. A small second dwelling up to 60 m2 usually needs no planning permit under VC253, but a building permit is always needed. Confirm with your building surveyor. For backyard homes, see our modular granny flats in Melbourne.
The programme
Factory and site work run in parallel. Modules for a batch are built while footings and services are completed on each lot, so time on site is shorter. The builder gets a delivery window for each region and can plan crane days around it.
