What can you build as a granny flat in Wodonga? A small second dwelling up to 60 m2 usually needs no planning permit in Victoria under VC253 (Dec 2023), as long as the lot and zone meet the conditions. A building permit is always needed. EcoPrestige designs and manufactures the modules, and our sister company DST holds the building contract.
This page is for homeowners in Wodonga, Baranduda, Leneva and Bandiana, and in the wider North East around Wangaratta and Beechworth. If your block is across the river in Albury, NSW rules apply instead, so this guide does not cover it. Most owners we hear from want a home for an ageing parent or an adult child, and they want it done with as little disruption as possible.
Why modular works in the North East
North East Victoria has long winters, hill country and a lot of competition for local trades. A modular granny flat is built under cover, so rain and frost do not hold up the frame or the fit-out. The finished modules are then trucked to site and placed on footings.
For newer estates in Wodonga, access is often straightforward. For older streets and hillside lots, access is the first thing we check. That one question decides whether the job is simple or needs a different plan.
What you get from EcoPrestige
As the manufacturer, EcoPrestige is responsible for every module: built and inspected in an offsite factory to Australian engineering and QA, then delivered to site. Each module has a structural steel frame and arrives with walls, roof, windows, kitchen, bathroom and finishes in place.
- Compact layouts planned to stay within 60 m2 when you want the no planning permit pathway.
- Layouts above 60 m2 where the owner is happy to apply for a planning permit.
- Footing, tie-down and service connection details for the site team.
- A supply price quoted for your site once we have seen it.
The package and its two steps are set out on the Domestic Program page. For layouts and examples from our metro work, see modular granny flats in Victoria.
Approvals in Victoria and who signs
EcoPrestige designs and manufactures the modules. Design, permit documentation and construction are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187.
A PERA-registered structural engineer signs the structural design. A registered building surveyor issues the building permit and inspects the work at the required stages. An accredited NatHERS assessor gives the energy rating. Confirm the full list with your building surveyor.
The City of Wodonga, or the shire for lots outside the city, decides whether a planning permit is needed when an overlay applies. Our guide to the building permit and surveyor inspections walks through each stage.
Honest limits
Some North East sites are not a good match for a modular granny flat. The usual reasons are:
- Steep hillside lots, where tall footings and crane reach add cost and risk.
- Bushfire overlays in the foothills, which set construction standards and may need a planning permit.
- Flood-prone land near the Murray and its creeks.
- Heritage overlays in older town centres such as Beechworth.
- Narrow side access with no room for a truck or crane.
If one of these applies, we say so before you spend money on drawings.
How the programme runs
After the permit, the factory and the site work at the same time. The factory builds and inspects the modules. The site builder sets out footings, trenches services and readies the connections. Because the two run in parallel, time on site is shorter than a traditional build.
On delivery day the modules are lifted into place. The site team then joins services, fits steps or a deck and finishes the joins. The building surveyor does the final inspection. The crane and site preparation guide covers what to plan for.

FAQ: granny flats in Wodonga
Can I build a granny flat in Wodonga without a planning permit?
Often yes, if it is a small second dwelling up to 60 m2 that meets the VC253 conditions. An overlay on your lot can still require a planning permit from the City of Wodonga.
Do the same rules apply in Albury?
No. Albury is in New South Wales, so NSW planning and building rules apply. This guide covers Victorian lots only.
Is a building permit needed for a modular granny flat?
Yes. A registered building surveyor must issue a building permit and inspect the work, the same as for any other home in Victoria.
