EcoPrestige | Structural Steel Modular Buildings for Australian Builders

Modular Construction Wallan, Beveridge, Kilmore and Broadford 2026

Homeowners, builders and Mitchell Shire Council face the same problem in Wallan, Beveridge, Kilmore and Broadford: there is far more to build than there are trades to build it. New estates on the Hume corridor soak up local crews, and the older towns further north wait their turn. EcoPrestige supplies engineered structural steel volumetric modules, finished in an offsite factory, so less of the job depends on finding trades in town.

Why modular fits Mitchell Shire

Under the Plan for Victoria housing targets published by the Victorian Government, Department of Transport and Planning, Mitchell is expected to take 66,000 net new homes by 2051. Among the regional councils on that list, only Greater Geelong has a larger number. Most of that growth lands around Wallan and Beveridge, where new suburbs also need kindergartens, clinics, offices and community rooms at the same time as houses.

Trades cost more out here too. HIA figures quoted by the Nationals on 26 October 2026 show trade prices rose 18.1% in regional Victoria over the past year, while they fell 3.1% in Melbourne. When framers, roofers and plasterers are booked for months, a home or building that arrives with walls, linings and services rough-in done needs far fewer trade days on site. Kilmore and Broadford owners adding a second home on a large lot feel this most, because their job is small and easy for a busy builder to push back.

Projects that suit modules in the shire include:

  • Homes and small second dwellings on existing lots in Kilmore, Broadford and Wallan.
  • Childcare rooms, kindergartens and maternal health rooms for new estates.
  • Offices, consulting rooms and staff amenities for local employers.
  • Sporting club rooms and community spaces for council reserves.

What EcoPrestige supplies

We supply the modules. The structural steel frame is fabricated in an offsite factory and inspected there by the project engineer. Each module arrives with floors, walls, ceilings, internal linings and the agreed services rough-in in place. For homes, design, permit documentation and construction are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187. For commercial and community buildings, your builder holds the head contract and the site. The supply price is quoted for your site.

What does not fit

Modules are not right for every lot. A narrow estate block with no room for a crane, or a lot behind a house with no side access, may suit a site-built home better. Heavy renovation work on an older Kilmore weatherboard is usually easier done by hand. Some estates have design guidelines on roof forms and materials, so we check those before we quote.

The approval path in Victoria

Homes are typically Class 1a, confirmed by your building surveyor. A small second dwelling up to 60 m2 usually needs no planning permit under VC253 (December 2023), but a building permit is always needed. Our guide to what fits on a typical block at 60 m2 explains the limits.

For commercial work: EcoPrestige coordinates the module design with your consultants; permit drawings are issued by the registered or licensed practitioner the state requires. In Victoria, structural design is by a PERA-registered structural engineer and the building permit is issued by a registered building surveyor. Commercial building design is not a registered category. Childcare is typically Class 9b and offices typically Class 5, confirmed by your building surveyor. See modular childcare centres in Victoria for that sector.

The programme

Once the design is fixed and the building permit is issued, the modules are built while the site is prepared. Footings, drainage and service connections happen in Mitchell Shire while the factory works on the modules. Factory and site work run in parallel, so time on site is shorter. Delivery, the crane lift, the connections and the final inspection follow.
