Regional councils, hospitals and large employers across Australia lose staff for one simple reason: there is nowhere for them to live. A nurse, teacher or plant operator accepts the job, then cannot find a rental. EcoPrestige supplies engineered structural steel volumetric modules, built and inspected in an offsite factory, for key worker housing in regional towns. A builder delivers each project. We supply the modules and coordinate them with your team.
Why modular fits regional key worker housing
Regional towns rarely have spare trades. Building homes as modules moves most of the work to the factory, so the local crew only has to prepare the lot, set the modules and connect them. Each state is now backing this approach in its own way.
Western Australia
The Pilbara Development Commission counted 80,432 workforce accommodation beds in December 2025, projected to reach 91,435 by 2028, with many villages at capacity. The WA Government also announced a Housing Innovation Fund for 15 local housing manufacturers on 24 May 2026. See modular construction in Perth and workforce accommodation in Western Australia.
South Australia
The Premier of South Australia announced that Renewal SA’s Regional Key Worker Housing Scheme includes a prefab tender and a modular pilot. See modular construction in South Australia.
New South Wales
Build Australia reported that the NSW Key Worker Housing Program will deliver 290 homes for teachers and police in more than 90 regional towns, 58 of them built with modern methods of construction. See modular accommodation in New South Wales.
Victoria
Build Australia reported that more than 350 modular social homes are planned by mid-2028 across Geelong, Ballarat, Bendigo, Ararat and Gippsland. See modular construction in Melbourne and Victoria.
Tasmania
The Premier of Tasmania reported that ModHomes has delivered more than 280 homes, with 271 more in the pipeline. See modular social housing in Tasmania.
Queensland
The Queensland Government Statistician’s Office reported a Bowen Basin resource workforce of about 47,530 in June 2025, with 26,330 living outside the council area where they work. See modular construction in Queensland.
What EcoPrestige supplies
- Detached and paired homes for staff and their families.
- Shared staff accommodation with private rooms and common kitchens.
- Small apartment-style blocks on one lot, subject to engineering.
- Module engineering and inspection records for your certifier or surveyor.
What does not fit
- Towns where road limits stop wide loads reaching the site.
- Lots that need heavy retaining before any home can sit on them.
- Projects with no confirmed land, funding or approval path yet. Start with a feasibility check before buying the site.
The approval path in each state
In Victoria, design, permit documentation and construction of homes are contracted by our sister company DST Project Management and Construction Pty Ltd, registered domestic builder CDB-U 72187. In Queensland, EcoPrestige does not offer design. Permit drawings are issued under a QBCC licensed building designer. In Tasmania, EcoPrestige does not offer design. Permit drawings are issued by a licensed Tasmanian building designer. In NSW, WA, SA, the ACT and the NT, ecoPrestige coordinates the module design with your consultants; permit drawings are issued by the registered or licensed practitioner the state requires.
Homes are typically Class 1a, confirmed by your building surveyor. Shared staff accommodation is typically Class 1b or 3, confirmed by your building surveyor. A building permit or approval is needed in every state, like any other building.
The programme: factory and site in parallel
The factory builds and inspects the modules while the builder prepares the lot, footings and services. Delivery, craning and connection follow. Time on site is shorter, so the town carries fewer visiting trades during construction.

What NCC class applies to staff housing?
Homes are typically Class 1a, and shared staff accommodation is typically Class 1b or 3, confirmed by your building surveyor.
Does EcoPrestige offer design in Queensland or Tasmania?
No. In Queensland, permit drawings are issued under a QBCC licensed building designer. In Tasmania, they are issued by a licensed Tasmanian building designer.
